TRAINING AND EDUCATION The Regional Emergency Medical Services Council of New York City is committed to excellence in Pre-Hospital Emergency Care Education. The EMS Student Bill of Rights and the Code of Ethics and Conduct for EMS Educators represent our expectations for a professional code of conduct by the EMS educators in our region consistent with those promulgated by the NYS Department of Health Bureau of EMS. Both the EMS Student Bill of Rights and the Code of Ethics and Conduct for EMS Educators are listed.
